From 1 August 2022, changes to when you're required to submit your manifest when sending items overseas commenced.

These changes aligned our processes with overseas customs authority requirements for pre-departure approval of outbound items and need to be completed before we can pass your items to an airline.

Additionally, from 1 March 2023, the European Union Import Control System (EU ICS2) regulations requires pre-departure approval of items inbound to a destination in an EU member state.  This means that international items being sent to an EU country without the required pre-departure approval by EU Customs will not be able to be processed and may be returned to sender. You can read more about ICS2 on the EU tax website.
